As interdependence among nations has grown, it has created new and complex public policy challenges that can only be addressed by highly skilled, well informed policymakers. In recognition of this need, t he World Bank Institute in cooperation with the International Trade Department of the World Bank has partnered with the School of International and Public Affairs at Columbia University to create a state-of-the-art, comprehensive, three-week long program in trade policy for development. The target audience for this program is senior to middle level government trade officials, their advisors, and business leaders from developing countries. The course is open also to staff from international organizations, donors, governments and civil society in developed countries. A limit of 40 participants will ensure a high level of instructional quality and interaction among the participants. Interested applicants are encouraged to apply early as admission decisions will be made on a rolling basis. Participants will be issued a certificate of course completion issued jointly by the School of International and Public Affairs at Columbia University and by the World Bank Institute. However each course allows the choice of optional modules, giving students the ability to customise their chosen course further. From 2006-7 we are offerering nine Graduate Diploma programmes. The Graduate Diploma provides entry for applicants without the required qualifications for the direct entry onto a Masters Course. Graduate Diploma students, who consistently perform well, may be transferred to the Masters programme and proceed to complete a dissertation withing the same academic year. The IDS Graduate Program makes considerable use of the techniques and concepts of social science disciplines such as Economics, Anthropology, Sociology and Political Science to analyse and assess development problems, but also views the contributions of History, Management, Geography, Philosophy, Religious Studies and Modern Languages, among others, as important sources of explanations and understandings which advance our knowledge of international development. The IDS Program recognizes a significant number of approved, cross-listed courses in other University departments as creditable to its program. The IDS Graduate Diploma Program of study will be useful to those wishing to pursue graduate-level studies, and wishing to obtain a graduate degree, with a view to employment in professional settings demanding knowledge of international development issues, analysis and practical skills. Such employment would include many federal government offices (CIDA, Foreign Affairs, Industry, Trade), multilateral development agencies, crown and parastatal corporations, immigration services, non-governmental organizations, and professions such as teaching, journalism, development planning, public administration and business. The IDS Graduate Diploma Program is offered to students with professional goals not requiring a masters degree, and to practicing professionals in business, non-governmental organizations and the civil service, at home or overseas, who wish certificated, intensive professional upgrading at the graduate level in the area of international development, but who do not have the time to pursue a program of masters research and have no need of a masters degree in their professional goals.
