Humanitairan relief programmes and development projects obviously rely heavily on the abilities of personnel on the ground, as well as the effective management of these human resources. Recent shifts in the scope of actors involved in delivering aid, as well as continued efforts to increase the effectiveness of such programmes, has  renewed interest in how organisations involved in aid can best manage their human resources. This is also reflected in the increasing number of courses dealing with  human resource management within a development context.
